The issues raised in the present paper are the issues of concern to the entire fraternity of higher and technical education or for that matter the teachers of the entire education system. The author of the present paper also developed a teacher Performance Evaluation tool after a tryout on a small sample. This paper is uploaded on the institutes website for wider discussion on contemporary issues like the present one.
